The European Commission has recommended a Brexit transition period without any changes in the trading relationship between the EU and the UK. In a position paper released on Wednesday, the Commission sought approval to begin negotiations on transitional arrangements under which the UK “will continue to participate in the Customs Union and the Single Market”.

All EU regulations would continue to apply to the UK “as if it were a Member State”. The Commission recommended that the transition period should not last beyond 31 December 2020. EU member states are expected to approve the guidelines in January.

By contrast, British Prime Minister Theresa May said on Tuesday that the UK “would not be in the Single Market or the Customs Union” during the transition period, though mutual market access should “continue as now”.
