Plans to develop a facility that would allow Co Donegal farmers to transfer carcases to a collection site that would take them to Sligo regional veterinary laboratory have been granted outline permission with conditions by An Coimisiún Pleanála.
The planning documents for the development at Tops Farm in Tops, Raphoe, Co Donegal state that the development would allow farmers to get a same day post-mortem for recently deceased animals.
Conditions
The conditions attached to the proposed development include that the site would “only receive recently deceased carcases (within 24 hours) and samples referred for investigation by a veterinary practitioner”.
The site would only be permitted to operate on an appointment-only basis between the hours of 10am to 12pm Monday to Friday, remaining shut on weekends and public holidays to protect the amenity of the area.
An Coimisiún Pleanála documents state that “at no stage shall any animal carcase be offloaded or handled outside of the building” and that “no animal carcase shall be sampled, opened, dissected or autopsied on the subject site”.
The planning application submitted to Donegal County Council had received objections, including one from an objector named Mary Nolan who had appealed the proposed development claiming that “carcases will be dumped outside the gates”.
