From Monday onwards, the Department of Agriculture will be notifying online BPS applicants of any non-compliance in the areas of overclaims, dual claims, and overlaps which arise from these preliminary checks. Applicants will have until 20 June to rectify any non-compliance online without penalty or reduction.

Farmers and advisors need to check their BPS online account for a notification. In addition, farmers signed up for text message alerts will receive a text to advise them of a notification.

Minister Creed said that his Department is continuing to encourage more farmers to apply for BPS online given the range of advantages that the online system offers.

"Preliminary checks are a key element of this approach and will help to improve the accuracy of BPS applications, and to reduce penalties for farmers particularly under the BPS and the Areas of Natural Constraints scheme," he said.

75% of applicants applied online this year. It is an EU regulatory requirement that 100% BPS applications are done online by 2018.

The Department is urging any farmers and advisors who receive a preliminary check notification to address this via the BPS online system at the earliest possible date.

Useful tool

IFA met with Department officials in Portlaoise on Monday for a trial run of the new system.

Encouraging farmers and advisors to use the system, IFA deputy president Richard Kennedy said this is a very useful tool to enable farmers and advisers to resolve BPS problems.

"The move to online application is positive as it reduces errors and speeds up processing at the Department of Agriculture.

"This new online system is one of the real benefits from [the CAP] simplification and this must be followed up with further measures," he said.
