Farm inspection spot checks could be reduced by up to 80% and new preliminary checks introduced in 2016 to allow for “honest mistakes” made in applications for the Basic Payment Scheme.

These are two of the simplifications measures announced by EU Commissioner Phil Hogan at the Council of Ministers earlier this week, which have been largely welcomed by the Ulster Farmers’ Union (UFU).

The main question in Northern Ireland is the extent to which the Department of Agriculture and Rural Development (DARD) will manage to implement the more relaxed proposals, which look like a welcome development for farmers who have found the red tape and inspection regime increasing stressful.
