France to issue farmers with delayed-payment certificates
The French Department of Agriculture has agreed to issue farmers whose payments are held up by administrative problems with official documents to help them manage their cash flow.

Following farmers’ protests against delayed payments on Tuesday, the French Department of Agriculture agreed to recognise officially situations where farmers are owed money under various schemes.
“Farmers will receive certificates helping them to reschedule repayments with their banks or suppliers,” the department said in a statement.
A government fund will also cover the cost of interest when farmers need to raise cash-flow debt to bridge the gap until they receive their payments.

France has so far completed 99.7% of BPS and 89% of ANC payments for 2015, leaving several hundred farmers waiting for much needed cash, according to the FNSEA and JA farmers’ unions who were behind Tuesdays protests.
