Several farmers have been in contact over the past two weeks to voice their frustrations as they are unable to make their 2019 Basic Payment Scheme (BPS) application.

The main concern that they are highlighting is that their GLAS advance payment for 2018 has not yet been paid due to issues with maps. This is preventing farmers from making their 2019 BPS application.

One such issue is where a farmer split a parcel and had one of the new parcels declared under an action for GLAS, while the other parcel was not.

This farmer has reported continuous issues when it comes to this split parcel being viewed as a single parcel for each of the last three years, which has led to a delay in making an application.

Linear actions

Another issue that is appearing when farmers and advisers are making an application is in relation to linear actions through GLAS not appearing on their application.

Some actions, such as coppicing hedgerows or planting a new hedgerow, for example, are being shown on the application as having 0m.

Some advisers are noting this in the comments section and have been assured by the Department that they will carry over, but it is causing unnecessary confusion. Four years after the scheme was introduced, the fact there are still mapping issues should be a major concern for the Department.
