Card-A must be sent in before reinforcing steel is covered
The best time to check that the correct amount of reinforcing steel is used in a tank wall is before the concrete is poured. That's why the Department want a Card-A submitted in advance.
Applicants approved for some investments (see tables on these pages) need to inform the Department five working days before the final fix of steel reinforcement and before the pouring of concrete, by returning a completed Card A (Notice of Commencement of Works) to the AES office which issued the approval. The Department may then carry out an inspection to see that the farmer is getting the correct amount of reinforcing steel from his contractor. Using insufficient steel puts a tank wall at risk of cracking and collapse. The return of a Card A is not required for equipment or for most investment items.
