The Road Safety Authority (RSA) has opened a public consultation process regarding the roadworthiness testing of vintage vehicles in Ireland, which thankfully does not include tractors. Many vintage tractor owners also own vintage cars and any review could impact on how they use them, even for charity purposes.
The review process is part of the Government’s 2013 to 2020 road safety strategy, which contains a commitment to review the roadworthiness testing of vintage vehicles to determine the safety case and cost benefits if any for inclusion in roadworthiness testing.
The RSA is looking for feedback from stakeholders on the proposals in the consultation document in finalising recommendations on future policy in this area for the Minister for Transport, Tourism and Sport. The consultation period began on 15 October and will run until 14 November. There is further information on the RSA website (www.rsa.ie) with scope to download the full document and response form.
In its review, the RSA is considering a number of options in providing an exemption from the requirement to undergo compulsory roadworthiness testing for vintage vehicles. These must be used for social and domestic purposes only and first registered either:
Prior to 1 January 1960.Prior to 1 January 1980.On becoming 40 years old.On becoming 30 years old.Cars and motor caravans first registered prior to 1 January 1980 are currently exempt from the requirement to undergo compulsory roadworthiness testing.
Roadworthiness testing is a mandatory requirement throughout the EU and is currently governed by EC Directive 2009/40/EC. Under the new directive, member states may exclude such vehicles from the scope of compulsory roadworthiness testing if they wish.
It is interesting to see that the records on the National Vehicle and Driver File (NVDF) show approximately 18,000 vehicles with a date of first registration prior to 1 January 1980 which are still in use, ie currently taxed. Most of these, almost 80%, are vintage tractors. Of the total, approximately 16,500 were first registered between 1960 and 1980 and 1,500 were first registered prior to 1 January 1960.
Indoor and outdoor displays for Leap
Leap and District Vintage Club is holding its annual threshing and vintage display on Sunday 19 October. This year’s event, which takes place in The Celtic Ross Hotel, Rosscarbery, Cork, is sponsored by local Claas agents McCarthy Plant and Agri, Carrigtwohill and Clonakilty.
Secretary of Leap and District Vintage Club James French said that the club will also have a fine indoor display of 1:32 scale model diecast and diorama in the hotel function room, which is usually a very big attraction.
There will also be a car, motorbike and tractor run on the day.
The day kicks off at 11am, with registration for road runs and runs leaving at 12pm sharp.
Proceeds from the event are going to COPE Clonakilty and Skibbereen Hospital.
Ploughing the Four Country Roads
The first ploughing championships in over 60 years took place recently in Glenamaddy, the north Galway town fondly named in Big Tom’s song Four Country Roads.
A crowd of well over 2,000 gathered at the town’s equestrian centre for the event, which included all classes of horse, vintage and tractor ploughing, as well as vintage displays, threshing, agri-trade exhibitions, live traditional music and dancing.
