It seems crazy that the huge delays in getting an appointment to complete NCT car tests is going to result in some drivers getting penalty points because they are then driving cars without an up-to-date NCT certificate. This situation has arisen because NCT test centres are not able to cope with the huge numbers applying for NCT tests, either through the huge numbers of cars applying, lack of resources or poor organisation.

Independent TD Mattie McGrath says that introducing this new penalty points regime in light of the fact that the waiting times for tests are unjustifiably long seems to be totally unfair and I agree with him.

Minister for Transport Pascal Donohue is penalising motorists where they have no capacity to be compliant and so cannot avoid the penalty points and fine situation arising. The NCT charter also says that customers are entitled to a free test if they have to wait more than 60 minutes after the appointment time before the test begins.

There needs to be more clarification of the provisions in the NCT Customer Charter which state that the customer will be provided with a test free of charge where an appointment cannot be offered within a four week period still applies. This is something people need to know so that at the very least they can avoid extra costs accruing. The NCT charter also says that customers are entitled to a free test if they have to wait more than 60 minutes after the appointment time before the test begins.
