The programme is another means of clamping down on the removal of persistently infected (PI) Bovine Viral Diarrhoea (BVD) animals. Applicants will be deemed ineligible for entry to the scheme where PI animals born since 1 January 2012 are not removed before 29 May 2015. This excludes animals tested in the seven-week period prior to application.

Conditions under the programme include a requirement to test all animals for BVD within 20 days of birth. It is not detailed if this requirement is for the full duration of the programme or as long as compulsory BVD testing of calves is in place.

The terms and conditions also state that all animals with a current positive or inconclusive BVD test result must be removed to a knackery with date of death recorded within seven weeks of the initial test (max 89 days of age).

Where requirements are not complied with, applicants will be deemed ineligible for payment in the subsequent year.

Additional important aspects

  • Data relating to the €uro-star rating of animals in your herd will be made available by the ICBF to all marts and to future owners of animals sold. This data is likely to be shown during an animal’s sale in the same way as date of birth, sire details, breed etc.
  • Applicants may be required to provide a tax clearance certificate from the Revenue Commissioners before a payment can be issued.
  • Penalties are transferable across schemes. For example, if a cross-compliance breach is detected through a Basic Payment Scheme (BPS) inspection, the level of penalty applied will also be applied to payments under the BDGP and vice-versa.
  • ?Entry requirements

  • 18 years or over.
  • Be the holder of an active herd number or applied for a herd number by the closing date for receipt of applications for new entrant status.
  • Have a 2014 Single Farm Payment application submitted on which all land parcels are declared.
  • Be farming a holding in respect of which a valid Basic Payment Scheme application is submitted to the Department of Agriculture.
  • Have beef-bred animals born in the herd between January 2014 and 31 Dec 2020.
  • Have all animals tested for BVD within 20 days of birth.
