The next CAP proposals look to bring an end to the CAP sitting alongside other EU funding programmes to instead sit inside one major plan – a new national and regional partnership plan (NRPP).
This plan is to be drawn up somewhat similarly to how the CAP strategic plan currently in place had been, with the Commission providing pointers and recommendations to member states as they are drafted.
However, the crucial difference would be that CAP schemes form just one chapter of the NRPP, rather than sitting in their own standalone plan.
Concerns were raised that this could add red tape to member states’ introduction of the next CAP’s schemes
The justification from Brussels is that setting different programmes into a larger one will increase the crossover between different funding sources and leave public funding spent more efficiently.

This approach would also require departments outside of agriculture to all have their ducks in a row when getting the plan sent to the Commission for approval.
