It is anticipated that approximately 120 poultry farms may fall under the scope of the new industrial emissions directive on full implementation between 2030 and 2032, the Department of Agriculture has confirmed.

Currently awaiting transposition into Irish law, the recent revision of the directive has broadened the scope to include more poultry farms, and while the Department said definitive figures are not available, it will likely impact larger layer, broiler and turkey farms.

The revised directive sets out a basis for implementation based on a livestock unit (LSU) basis.

The limits as set out for poultry farms in the directive are as follows:

  • 21,439 or more for laying hens (300 LSU), or;
  • 280 LSU or more of only other poultry categories, or;
  • 280 LSU or more for a mix of laying hens and other poultry.
  • Step-wise implementation

    The revised directive allows for a step-wise implementation of these thresholds, the Department added.

    The phasing in of the new thresholds are as follows:

  • Within four years from 8 October 2026, if the installation has a capacity of 600 LSU or more.
  • Within five years from 8 October 2026 if the installation has a capacity of 400 LSU or more.
  • Within six years from 8 October 2026 for all other installations covered under the scope of the revised directive.
  • The directive aims to reduce industrial emissions, including ammonia, methane and nitrogen oxides, while improving resource efficiency, water management and circularity within these intensive production systems.
