While the vast majority of participants in the Sheep Welfare Scheme have received their full dues, with 20,271 balancing payments issued as of 20 June 2018, several hundreds were "not yet cleared for payment", Minister Creed said in reply to a parliamentary question from Fianna Fáil agriculture spokesperson Charlie McConalogue.

Balancing payments started at the end of April, but these 650 farmers still have issues outstanding and pay runs are put in place to pay them as cases are resolved, the minister said. However, "Some of these cases might not receive a payment, eg where the actions have not been completed by the applicant," he added.
