Farmers have only a few weeks left to make a derogation application by the closing date of 30 April 2018, with all applications required to be submitted online.

The Department has outlined where some farmers are making errors when applying. The most common error is made when uploading documents under the incorrect year.

Ensure all documents are uploaded under the application for the relevant year. A report will not pick up documents loaded in an incorrect year. Therefore, the application will fail a validation check.

Another common error is where an applicant is uploading documents under the incorrect category. For example, where soil samples are being uploaded under fertiliser accounts.

Fertiliser plans must be submitted with 2018 applications unless a fertiliser plan has been submitted to the Department in 2015, 2016 or 2017.

For a fertiliser plan to be valid, it must be based on results from soil analysis dated after 15 September 2014.

Where a new soil analysis is required, at least one sample per 5ha of land is required.

A farm map indicating the location of individual fields is also needed and corresponding soil samples, unless submitted online in either 2015, 2016 or 2017.

Fertiliser accounts are also required for those who were granted a derogation in 2017. These must be submitted by 30 April and uploaded under the 2017 application.

Granted derogation

Farmers who are granted a derogation are not permitted to import livestock manure on to the holding. Importation will result in the withdrawal of the derogation and the farm will be subject to the 170kg/ha limit, thus incurring a penalty.

Farmers who are granted a derogation are allowed to apply livestock manure up to a maximum of 250kg N/ha in accordance with their fertiliser plan. This year, farmers in derogation are required to spread half of winter slurry by 15 June, with any slurry spread after this date to be spread with a low-emission system, such as a dribble bar or a ground injection machine.
