European machinery manufacturers’ Brexit position

CEMA is the representative body of the European agricultural machinery manufacturing sector and its membership of various national associations represents more than 4,500 manufacturers producing 450 different types of machines ranging from tractors and combine harvesters to plant protection equipment and precision seed drills.

CEMA recently issued a position paper in relation to Brexit and agricultural machinery. While the FTMTA is not a member of CEMA, the association welcomes this timely publication and supports the thrust of the position paper, which calls for a comprehensive trade agreement between the UK and EU 27, continued regulatory cooperation between the two post-Brexit and a balanced UK national agricultural policy.

As in so many other areas of economic activity, the Irish and UK machinery sectors are closely interconnected with the UK being a major market for Irish manufacturers, many Northern Irish manufacturers (including a number of FTMTA members) being significant suppliers of machinery to the market in the Republic and many international manufacturers supporting their Irish operations through their UK offices.

The CEMA paper highlights the need for tariffs on EU-UK trade to be avoided and for customs clearance procedures to be kept simple.

The paper identifies three major regulations representing between 85% and 90% of all regulatory costs incurred by the farm machinery industry and stresses the importance that no additional costs be added in the regulatory environment due to Brexit and for a level playing field to continue to exist between the UK and EU industries with regard to this area.

Given the high level of Irish machinery exports to the UK, it is salutary to note that the paper underlines that CAP direct payments represent 62% of farm income in the UK.

CEMA is calling for a UK national agricultural policy to replace the CAP, a well-managed transition from CAP to a new UK national policy and a focus within such a policy on support for precision agriculture to underpin competitiveness and sustainability in UK agriculture.
