Minister for Agriculture Michael Creed has announced a three-person, independent committee to deal with appeals on the new map af areas eligible for the ANC scheme.

Padraig Gibbons, a dairy farmer from Co Mayo and Aurivo co-op board member, will chair proceedings. Gibbons has previous experience with appeal processes as former chair of the commonage implementation committee and of the the independent appeals committee set up to deal with both the operation of the Disadvantaged Areas Scheme and the review of the Land Parcel Identification System.

He also contributed to the review of the appeals process for Department of Agriculture decisions on schemes and penalties, published earlier this year.

Gibbons is also a former chair of Connacht Gold co-op and former board member of Teagasc, the National Dairy Council and ICOS.

The ANC appeals committee also includes Jim O'Mahony, a crops and horticulture consultant with 30 years of previous experience at Teagasc.

The third person on the panel is retired Department of Agriculture official Paud Evans, whose long career at the Department included a stint as head of the direct payments unit.

“It is important for farmers to know that there is an independently chaired process in place should they wish to appeal the status of a townland under the 2019 ANC scheme," said Minister Creed. " As well as an independent chair, I was also anxious to ensure that the Appeals Committee would have the necessary technical expertise to enable it to carry out this task. I am glad to confirm that this expertise is now in place.”

Any person farming land in a townland that was taken out the scheme, or failed to be added to the eligibility list, can appeal the decision. The Department has made an appeal form available on its website. All queries in relation to appeals can be addressed:
