A total of 55,000 Irish farmers with payments above the national average of €260/ha will lose money to finance increases for more than 60,000 farmers under it.
Farmers with higher entitlements face a further blow through eco-schemes.
Up to 30% of all direct payments will be withheld to fund these schemes.
Unlike Greening, eco-scheme payments will not be linked to entitlement values and will be paid at a flat rate.
This means that farmers with higher-value entitlements will pay in more than they can get out of eco-schemes.
