Some 964 TAMS approvals expired at the end of 2018. Combined, their grant value was worth €11.79m.

At the same time, over 8,900 farmers had a TAMS II approval in place for which they had not yet submitted a payment claim, with a grant value of €171.904m.

The Minister for Agriculture Michael Creed revealed the figures in response to a parliamentary question from Fianna Fáil spokesperson for agriculture Charlie McConologue.

Committed expenditure

“All of these approvals represent committed expenditure under the TAMS II measure of the Rural Development Programme 2014-2020. Until such time as these approvals are acted upon or expire, the budget for TAMS must include provision for the potential expenditure involved,” Minister Creed said.

There is a budget in place of €395m for the seven measures available under TAMS II for the duration of the Rural Development Programme 2014-2020.

All participants who have completed approved works are urged to submit their payment claims immediately to facilitate early payment.

The scheme remains open for new applications and applications continue to be received and processed under the scheme. Over 2,000 applications were submitted under the latest tranche that closed on 7 December 2018.

Payments

Of the 18,000 applications approved, over 8,200 payment claims have been submitted to date and payments to the value of €105.6m have issued under TAMS II.

Department assistant secretary Colm Hayes told the Oireachtas this week that 45% of all TAMS money so far had gone to the young farmer scheme. This represents €48m.

However, Fianna Fáil's Charlie McConologue described the situation as 'concerning', given that we are five years into the 2014-2020 CAP cycle and so much money is unspent.

"Part of the reason we are in this position is the government was slow in getting the scheme up and running in the first place," McConologue said. "The Minister must give clear assurances that all the money will be spent on the TAMS scheme during this period of this CAP program. The Department and Minister must take steps to make sure there are sufficient offers made to applicants to ensure all the funds are drawn down.”
