The closing date for farm improvement work under TAMS I is 31 August and there will be no extension to this date, the Department of Agriculture confirmed this week.

The main schemes involved are the Farm Safety Scheme, the Dairy Equipment Scheme and the Sheep Handling Scheme. All work must be completed and all paperwork, including claims for payment, submitted to the Department by the end of this month.

Meanwhile, latest figures from the Department show that only one-third of farmers who applied to one of the TAMS I schemes and got approval have so far submitted a claim for payment.

The latest figures on the uptake of the individual main TAMS I schemes are shown in the graphic. Totalling these figures shows that:

  • 13,159 farmers got approval under one or other scheme.
  • 4,441 of these have submitted their payment claim.
  • 8,718 have yet to do so – with the deadline in two weeks.
  • The scheme with the lowest rate of completion is the Farm Safety Scheme. It was the last to operate, availing of unspent funding.

The number of applications was 6,379, but a substantial 1,369 were either withdrawn or deemed ineligible.

That left 5,010 getting approval but, of these, only 164 have submitted a claim for payment. That leaves 4,846 farmers with approval, but who have yet to claim payment. This equates to at least €12m going upspent.

Earlier this week, the European Commission gave member states additional time where they wanted to move funding between the different ‘‘axis’’ of the Rural Development Programme 2007-2013.

However, the Department of Agriculture stated this week that this concession was not relevant to the above TAMS I schemes and did not affect their 31 August deadline.
