All outstanding GLAS payments must be made to eligible farmers without further delay, IFA rural development chair Joe Brady has said. The IFA estimates that 1,500 farmers still have not received any payment for 2018, amounting to approximately €10.8m due in outstanding payments.

Several farmers have been in contact with the Irish Farmers Journal over the past two weeks to voice their frustrations as they are unable to make their 2019 Basic Payment Scheme (BPS) application.

The main concern they are highlighting is that their GLAS advance payment for 2018 has not yet been paid due to issues with maps. This is preventing farmers from making their 2019 BPS application.

One such issue is where a farmer split a parcel and had one of the new parcels declared under an action for GLAS, while the other parcel was not.

This farmer has reported continuous issues when it comes to this split parcel being viewed as a single parcel for each of the last three years, which has led to a delay in making an application.

Balancing payments

GLAS balancing payments, worth €25m to 42,000 farmers, were paid earlier this week.

Brady reminded planners that GLAS III farmers who are required to complete training under their GLAS plan by Dec 2019 must be facilitated in doing so.

CAP transition

With the existing Common Agricultural Policy likely to be rolled over beyond December 2020, the IFA says there must be transitional arrangements for the 25,000 farmers whose GLAS contracts will be finished by then.

“Farmers must have clarity as to whether there will be gap year when GLAS contracts finish, as environmental payments are a key component of cashflow and farm income on all farms,” Brady said.
