A: Yes. As you are getting the land in 2015 you step into the shoes of your father and will use his allocation. You have to submit a basic payment scheme application before 15 May 2015 to establish the entitlements.

A: No. As the land is only being leased to you, not transferred, you have to establish the new entitlements via a private contract clause. Not only that, your father has to be active in 2015, which means he has to submit an application with at least one hectare of land to ensure you establish the entitlements in your name.
