Farmers in the GLAS traditional hay measure will be allowed harvest a second cut of silage or hay while those in the low-input permanent pasture measure (LIPP) will have the option to apply for derogation.

As farmers continue to feel the effects of a prolonged drought it is hoped the proposals will allow for more fodder to be conserved for the winter.

Minister Creed has received confirmation from Brussels that the harvesting of hay or silage is possible within the boundaries of existing GLAS specifications. Consultation is still ongoing with regards to what flexibility can be allowed for the conservation of fodder from LIPP areas while allowing farmers to retain payment.

The Commission has also indicated that there is flexibility for farmers growing catch crops under the EFA element of greening. This relates to what species is sown and for the period of time it must remain in the ground but is still ongoing surrounding the details.

The Department of Agriculture have also said the proposal to advance the dates of the BPS payments in an effort to improve cashflow has been accepted by Commissioner Hogan.
